ন্যাশানাল পুলিশ কমিশন এবং সিপিএমের ডিগবাজি

মমতার পুলিশ কেন দলদাস-তাই নিয়ে সিপিএম যতই মিটিং মিছিল করুক না কেন, থুতু নিজের মুখেই পড়বে। আমি কাল এটা লিখেছিলাম, ভারতের পুলিশ দলদাস কারন সংবিধানে পুলিশকে মুখ্যমন্ত্রীর অধীনে রাখা হয়েছে। ভ্যামপ্যান্টি এবং ফেসবুকের পেছনপাকা বৃন্ধরা যৌথ ভাবে, আমেরিকার পুলিশের দিকে আঙুল তুললেন, যেখানে সবাই জানে আমেরিকান পুলিশের রেশিয়াল বায়াস থাকতে পারে কিন্ত পলিটিক্যাল পার্টির দলদাস হওয়ার কোন ইতিহাস নেই। যাইহোক লাভ হল এই যে ওখানে আলোচনসূত্রে জানতে পারলাম পুলিশের দলদাসত্ব ঘোচাতে ন্যাশানাল পুলিশ কমিশন গঠন করা হয়েছিল ১৯৭৮ সালে-এবং সেই কমিশনের দ্বিতীয় রিপোর্টে স্বীকার করা হয়েছিল পুলিশকে মুখ্যমন্ত্রীর হাত থেকে সরাতে না পারলে, এই ধরনের দল দাসত্ব চলতেই থাকবে।  ১৯৭৮ সালে এই পুলিশ কমিশন গঠন করা হয়েছিল, জনতা সরকারের আমলে। মূল লক্ষ্য ছিল, কংগ্রেস সরকার যেভাবে বিরোধি পেটাতে  এমার্জেন্সির সময় পুলিশের অপব্যবহার করে, তা যেন বন্ধ হয় [১]।  ১৯৭৮ সাল থেকে ১৯৮২ সালের মধ্যে এই কমিশন ৮ টি রিপোর্ট তৈরী করে। কিন্ত ১৯৮০ সালে ইন্দিরা গান্ধী ক্ষমতায় আসার পরে, অবধারিত ভাবেই এই কমিশন ভেঙে দেওয়া হয় যাতে কংগ্রেস পুলিশের সাহায্য নিয়ে স্বৈরতন্ত্র চালিয়ে যেতে পারে।

     এই কমিশনের দ্বিতীয় রিপোর্টে যা লিখেছিল, কালকে আমি ঠিক সেটাই লিখেছিলাম [১]
 "Political Interference in Police Work:

In the existing set-up, the police function under the executive control of the state government. According to the Commission, the manner in which political control has been exercised over the police in this country has led to gross abuses, resulting in erosion of the rule of law and loss of police credibility as a professional organisation. The threat of transfer / suspension is the most potent weapon in the hands of the politician to bend the police down to his will. The Commission recommended that the superintendence of the state government over the police should be limited to ensure that police performance is in strict accordance with law. In the performance of its tasks, the police should be subject to overall guidance from the government which should lay down broad policies for adoption in different situations. There should however be no instructions in regard to actual operations in the field. In regard to investigation work, in any case, the police are beyond any intervention by the executive or politicians.

To help the state government discharge their superintending responsibility in an open manner under the framework of law, a State Secretary Commission should be setup through law in each state. The State Security Commission should:

• lay down broad policy guidelines and directions for the performance of preventive tasks and service-oriented functions by the police;
• evaluate the performance of the State Police every year and present a report to the State Legislature;
• function as a forum of appeal to dispose of representations from officers regarding their being subjected to illegal orders and regarding their promotions; and
• generally keeping the functioning of the police in the state under review.

মজার ব্যপারাটা হচ্ছে ১৯৯৬ সালে তৎকালীন হোম মিনিস্টার ইন্দ্রজিত গুপ্ত, পুলিশের অপব্যবহার ঠেকাতে ন্যাশানাল পুলিশ কমিশনের রিপোর্ট সব মুখ্যমন্ত্রীর কাছে পাঠান। কোন মুখ্যমন্ত্রী পাত্তাই দেন নি। [২] তাদের মধ্যে জ্যোতিবোস ও ছিলেন। ইন্দ্রজিত গুপ্ত নাকি খুব দুঃখ পেয়েছিলেন জ্যোতিবাবু পুরো ব্যপারটাকে ইগনোর করায়। কেনই বা দেবেন ? লেঠেল বাহিনীর সাহায্য নিয়ে আরো দুদিন ক্ষমতাই থাকতে কে আর না চাইবে? আফটার অল পুলিশ সাথে থাকলে পাড়ার সব মস্তান আর বাহুবলীরা সাথে থাকে-যারা "ভোট ম্যানেজ" করে। কাল সিপিএম করত, আজকে তিনোরা করছে। পার্থক্যটা কি? বরং তিনোদের ক্ষেত্রে মমতা কিছু কিছু নিজের পার্টির লোককে গ্রেফতার করেছেন। সিপিএম পার্টি গণতান্ত্রিকতার কারনে সেটুকুও করতে পারত না। তপন শকুরকে মালা পড়িয়ে থানা থেকে নিয়ে আসা হত।

শুধু হেরে গেলে বিরোধি পার্টি থাকার সময় পুলিশ কেন দলদাস বলে নবান্ন অভিযান করবে!!! আর নিজেদের বলবে জনগণতান্ত্রিক বিপ্লবী দল। আবার পুলিশ যাতে রাষ্ট্রের ঠ্যাঙারে বাহিনী থাকে, এই চক্রান্তেও সামিল হবে!!

 তবে ধর্মের কল বাতাসে নড়ে। সেই দিন জ্যোতিবাবুর সিপিএম ইন্দ্রজিত গুপ্তের সাথে দাঁড়ালে ভারতের সামনে সুবর্ণ সুযোগ ছিল, পুলিশ রিফর্মের যাতে পুলিশকে দলদাস না হতে হয়। জ্যোতি বসু জনগণকে ঠকাতে ওস্তাদ ছিলেন-এক্ষেত্রে আজ ভুগছে তার নিজের পার্টি। এখন সিপিম পুলিশের হাতে মার খেলেও এদের কিস্যুই করার নেই। যতবার স্বৈরতন্ত্র, পুলিশের দলদাসত্বের কথা মুখে আনবে, থুতু নিজেদের মুখেই পড়বে।
